What's the difference between SDS Import and MSDS Import?

They're two separate credit types and import paths. SDS Import is for importing a current-format Safety Data Sheet. MSDS Import is a distinct credit for importing older MSDS-format documents (Material Safety Data Sheets — the pre-GHS format many older documents still use).

Both count against their own separate credit in your wallet, so importing an old MSDS doesn't use up your SDS Import credits, and vice versa.
